Some of our themes use CSS files that are actually opened by a php file and some servers/sites are set up so that you can not run a php file from any location. That is the most likely explanation I believe.
Not being able to use this means nothing for the styling but it might mean CSS takes a little longer to load although that will also depend on how many plugins you decide to include as well.
Setting it up so that php can be run from that location would benefit that of course.

Try this. Go to the forum admin > Options > Global Settings and turn OFF the combined CSS and JS cache settings. Yours may be one of the server environments we can't open these files on. If that isn't it come on back and we can take a closer look.
Swordfish, I didn't have the combined option turned on. But just in case, I turned it on. Then turned it off. No progress. Currently running SP 5.2.2 on WP 3.5.1 (upgraded).
I have another site that is still running WP 3.5 and the older SP 5.1.1 and it works fine. Is this an issue with 5.2.2 and WP 3.5.1??

Just reverted to SP 5.1.1 by DROPping all the sf tables in the database, Deactivating the plugin and deleting all it's files, including ancillary sp-resource/ folder. Then installed 5.1.1. Setup 2 groups, 1 forum and have the same issue.
Tried using the default WP page template, and tried my usual page template. No luck. This is weird! Both the working website and this non-working one linked above are using the same theme (Bones Responsive Edition v1.01), same template page, and the css is the same.
Other thoughts?
Looking at your site the request for the forum CSS file is resulting in a 404. I.e., file not found. It should bee here:
'wp-content/sp-resources/forum-themes/default/styles/default.php'
So - if it IS there check (a) the folder name is correct and (b) the permissions on the folders. Especially the UID and GID (which you can usually see with any decent ftp program). They both need to be the same as the parent 'wp-content' folder. This could be the issue.

I think you've identified the issue here... will update shortly. Thanks.
