So, the Admin email account is receiving these emails, but how do I configure so the Moderators receive them also?

Forum admin > Admins > Your Admin Options.
Either each moderator needs to visit this panel and set their preferences or you - as an admin - can assign all moderators the same settings as yourself.

PLEASE REGARD-- My fault. Moderator was using the wrong email address...
Okay. So, I clicked the 'grant all moderators...' button, and saved. But it seems the setting doesn't stick; the button doesn't stay green. http://screencast.com/t/QKocSJ4eWU
I tested and this particular moderator isn't receiving emails. Ideas?

And just for the record, the option is not supposed to 'stick'. It is intended as a flag for that panel save at which time the flag itself is reset.
