i add new topics and i can see them in the forum but no one else can.

I assume you mean you can see them logged in as an Admin. Did you check the forum permissions for your members levels and make sure they have permission to view?

I can see them when i am logged in but other people can't see them, i even used my cell phone and i could not see the latest post.

you didnt answer either question... did you verify permissions... admins have different permissions than users or guests... you have to set them up to be accessible by them...  and no caching?
