I create a forum but no one can enter, even me, to the forum. I have been trying with a differents new forums but it doesn't work.

For example, I have a forum of "doubts" with full access to guests and members. But no one have access: http://www.mexicorural.org.mx/foros

Having looked at the site I assume you mean the page will not load the forum ready for topics to be created. if you hover the mouse over the topic title you will see that the url IS being created properly so we have to work out why it is not loading.
First - go to the forum admin > Integration > Page and Permalink and click on the update forum permalink button. Then try the forum again. Remember to reload the front page before you test the url.
If that does not shift it then we need to find out why. So - firstly do you have Redirection plugins active - or - the Yoast SEO plugin?
