Hi Simple Press Team,
I used to be able to move, delete topics but few weeks back, the forum toolbox don't appear anymore and the only things I can perform as an admin is to edit topics. I thought upgrading to the latest version would solve the issues but everything's still the same. Also, the forum toolbox icon doen't appear when I hover the mouse cursor over one of the topic rows...

When things work and then suddenly stop working the question has to be - what has changed?
In this case it sounds very much like you may have added a new Wp plugin - or changed your Wp theme perhaps - and introduced javascript conflicts. Maybe along these lines; http://codex.simple-press.com/.....-conflict/

The Edit/Delete Posts buttons disappeared after we upgraded from 4.4 to 5.0. Now we have the latest version installed. Is there any diagnostic tool to troubleshoot this step by step?

A link to your page would have been enough...
So I was correct in my assumption. Plus the second copy being loaded from the google cdn is also a very old version.
But you need to find out what is loading it as I have no way of being able to tell. Maybe theme or plugin but probably whatever one you started using when the problems began.
