No way to delete topics or replies

I just installed SimplePress for the first time on a website running WordPress 3.3.2.
From the searches online that I've done, it looks like there should be a little toolkit that shows up on the forum by topics and replies that includes the option to delete. This toolkit does not show up on my site. I have set up permissions so that users can delete their own topics and replies. However, even I, the admin, cannot delete anything. What's wrong and how do I fix it?

... and usually it is pretty easy to sort out of that IS the problem.
