Not all users show in private message select from members box

I want to private message some of my members, but when I try to compose a message their names don't show in the Select From Members box.
I have seen their profiles and they do not have opt out of private messaging selected.
How can I send them a private message?

check their usergroup and permissions... do they have permission to use private messaging?

The people not showing up in my PM select from members box all have the same permissions and are in the same usergroup as those that do show.

Can you try going to the forum admin > toolbox >housekeeping and click on the reset the auths cache task to see if that helps any...
