All the popups I can think of that I can see as a guest (About, Page Jump, Print Post) all look just fine (except for a phantom X in the top right hand corner.)
Would you be able to make us an account so that we can see things as a member? If so then please PM credentials to both myself, to 'Mr Papa' and to 'Ike'. Please include in the PM a link to your site, a link to this thread and brief reminder of the problem. And one of us will take a look for you.

The only one I thought to load was the 'About' popup from the footer, and it looked fine.. But - When you open it then scroll to the top of the page I do see half a modal.

Fixed this now - it was the 'Contact Forms' WP Plugin we had loaded.
Deleted (weren't using it) and it's now fine.

While this has been fixed in one forum and the grey band has disappeared it simply doesn't work in one of the other forums. No list appears. No grey band so that is obviously fixed but wondering if I have missed a specific forum attribute that allows it?

Strange, as if it's fixed in one forum by removing an interfering plugin it should have fixed it throughout.
Could you try going to Forum > Toolbox > Housekeeping, and clearing the combined CSS/JS cache?
If that doesn't fix things then could you check the browser console for errors on the page in question?

This is interesting. It seems to be related to the number of Pinned Topics. If the list is short it displays with no problem at all and reordering is possible.
However, if the list is potentially longer (possibly exceeding screen depth) the list will not display. This is the situation using both Safari AND Chrome on a Mac running OS X 10.11.4 (El Capitan). We've actually tested this on two different Macs.
Now, the weird part. Using iPads (which exhibit various oddities using Simple:press) we are able to get the list up fine and scroll it with no problem at all.
As for Safari or Chrome Console I'm still trying to figure it out!

Unfortunately Andy (being the only Mac user) is away for a few days - I'm not sure I could be of much help diagnosing as Safari for Windows hasn't been supported by Apple for quite a while.
I do have access to an older Mac so will see if I can take a look, but might have to wait for Andy for definitive help here!
