and while not stated, assume its as desired with yoast seo disabled?
so between @yellow-swordfish double check and this one, we can narrow it down and start dealing with specific options to see what might be up... We have quite a few members using yoast (and we do test with it often) so we know it does work...

For me the settings in the SEO section worked just fine. I have now custom page titles (in the browser bar) on all forum pages with the site/blog title in the end of it.
I am using Yoast SEO as well!
