Where to change the delay before it shows up?  Can we disable the animation too?  Still not sure what my preference is, but I ask so I can play with settings.

No, afraid to change the animation time or remove the animation (slide down and slide up), you would have to edit the core code...

you can make it such that the forum tool icon is always shown though if you prefer... to the forum tools template tag, just pass 'hide=0' in the argument list... you may want to change the location via css though if you do that...

would have to think a while if way to allow users to change the animation...
