Is there a plugin or option so that you can write an excerpt of your post which can show as a preview to non members/guests when cursor goes over a topic, and permissions are set so that guests can only see forum groups and topics?

Sorry - afraid not. But it's an interesting idea and I will certainly give it some thought.
