I thought you meant the list of topics that appears on the front page beneath the groups. In fact - I now realise you are actually talking about the drop down lists. I am sorry for the confusion.
OK - you nee to look in the spHead.php template of your SP theme. You should have these lines of code:
sp_SectionStart('tagClass=spPlainSection', 'search');
sp_QuickLinksForum('tagClass=spControl spSelect spRight', 'Select Forum');
sp_QuickLinksTopic('tagClass=spControl spSelect spRight', 'New/Recently Updated Topics');
sp_SearchForm($searchForm);
sp_SectionEnd('', 'search');Are they there?

OfflineOh gosh... your forum page is throwing 25 separate script errors which is by far the most I have ever seen. As far as I can tell - and it is hard with this sort of issue - is that once they start they are cascading and stopping other scripts from functioning.
I don't think this will do the trick but try it anyway. Go to the forum admin > Integration and turn off the option to load javascript in the footer. But basically it seems like there are a lot of errors being thrown by the theme.
