I have many sub-forums in each group and the first time I went to re-order a few it reorganized all of them automatically, scattering them willy nilly. I tried to drag and drop them back in place, but after saving, they went right back to where they were.
Plus the drag and drop is so inaccurate that it is incredibly hard to get things where they need to be.
Is there any other way to re-order things without the drag and drop?

You can do a certain amount of re-assignment in the 'edit forum' form.
The reason we introduced the drag and drop ordering was because editing each forum one by one can be very tiresome for any site with a lot of forums and sub-forums. The routines that are used for this are the built-in WordPress libraries that are used - for example - for building menus in the WP admin so they are tried, tested and trusted routines.
We have had one user who ended up in a mess but that was because he started off in a mess! I know this simply because I ended up doing it for him! And we had one other user who, like you, complained that he couldn't successfully find the wireframe to drop into. I do not think we ever got to the bottom of that but I made him the same offer I will make you. if you want to give me a sql dump of your forum table I can try and organise it for you.
Or - of you would like me to take a look at your WP Admin to see if I can see anything wrong I am also willing to do that.
