These buttons only appear for me as Admin, not moderators or any regular members.
How do I give select groups access to at least "Options" and "Subscriptions?"

Sorry trying to cram a lot in here -
On the WYSIWYG toolbar there is a button labeled "Show/Hide Kitchen Sink" - how do I remove that button and/or make the hidden buttons always visible?

have you given users permission to subscribe to forums/topics?
you can control the tinymce buttons from the options... forum - components - tinymce... unfortunately, with the wp editor (the tinymce you see) there is no way to make all the buttons show (at least not that I am aware of)... but it remembers your last choice... so if you open them, it will open each time you use it...
