I just moved my site to a different domain. Most of things carried over but Profile tabs and Menus under Profiles in the Dashboard is blank?
What could have happened?

That means the path needs resetting.
Go to the forum admin > toolbox > housekeeping and click on rebuild profile tabs and menus button.

Will I need to deactivate and activate plugins? That's what the help said

If you have any plugins active that add components to the forum profile then yes - after the reset you may need to deactivate and reactivate them...
