Firstly - always remember that a WordPress 'Administrator' is NOT the same thing as a Simple:Press 'Admin'. They CAN be but they do not have to be. A user in ANY WordPress role can be made a forum 'Admin'.
You create forum 'admins' in the Manage Admins section of the forum administration. Here you can promote or demote 'Admins' and also set what capabilities they have in the forum options and set-up.
As to the front-end, public facing forum - an 'Admin' can do everything.

Depends what you mean by 'Dashboard'. This is a term defined by WordPress for the 'home' page of the site administration and no - a user does not have to be a WP administrator to get to this page.
If by Dashboard you mean specifically the forum admin panels then no - as I said - ANY user role can be a forum admin.

errrrrr, I need another admin, who can have access to the wp-admin dashboard, then down to the WP eMember plugin so that he can change users' Additional Membership Levels that we have set up to protect items in our shop. I do not need him to be limited to that specific task though.
My fellow admin Conrad is unavailable (to me) for a few days and another admin would have been nice.
Seems I can't proceed with this on my own - either lack of admin rights, or lack of brain power - so I'll have to wait until he can help
