I think I've found the cause of the problem.
I was logged in as an Administrator, and posting without changing any of the 'Options'. On checking the 'Options', one of the Admin options was pre-set to: 'Hide posters on this topic'.
If I unset this before posting, the post appears with the 'Quote' and 'Report' buttons where they should be.
If I do not unset it, those buttons are missing in the displayed post.
I tried a test post as a Standard user, where this option is not available, and it worked fine, the 'Quote' and 'Report' buttons were displayed correctly.
My question is, how can I set the posting option for Administrator accounts so that the 'Hide posters on this topic' is unset as the default, rather than having to remember each time an Admin makes a post to unset it, but without removing this option completely from the Adminstrator permission set?

I rather suspect we need to look at the way it is working. I am unsure why the Quote button is removed, The only thing I can think of is that it does, by default, display the users name in your reply when quoting their post.
But this should not really apply to admins. Let me discuss with colleagues here and see if we can alter that...
