Is there a way to make it mandatory that a new user has to fill in their first and last name when they register for the forum?

Not directly via option, but you can don't his via some filters I believe.

The forum uses the WordPress registration setup. You could install a WP plugin like User Registration Aide that forces new members to enter a first/last name when registering.
Then in Simple:Press Forum admin > Profiles - Profile Options you can turn off let member choose name and then select user first name/Last name as their display name.

afraid there is not an easy way to do this currently... I was thinking that I could make them have to enter a first and last name on their profile when they saved it... and that can be done... but of course, not an easy way to make them save a profile...
we have an option that forces them to change their password on their first visit... if you enabled that option, I could give you some code to also make them have entered a first name or last name... but without requiring the password change, option, dont really see an easy way to do it...
the very simple way is as Brandon said, grab one of the many wp plugins that can require additional registration fields be filled in when they register... do you look at those?
