yes. when there was a fixed layout and you couldnt really move elements around... now with themes, the different layouts that are possible are endless... doesnt mean they cannot be RTL, just we cannot force it with a simple option... it really has to be done at the wp theme level, just like with wp themes...
As Andy mentions, we have been wanting to try to create an RTL theme we could offer, but need help. Thanks for offering! will let Andy pick it back up with you...

it has to be done at the sp theme level... and currently we dont have one though would really like to work with someone who uses/understand RTL... Andy is gone for day and should be able to chime in tomorrow...

I don't have a solution temporary or otherwise at the moment. I have not yet looked at this. But I would start with setting the direction property on the various and appropriate items in the SP theme's reset.css file. That would be the big block of reset CS at the start if the file. Add:
direction: rtl;
see what effect that has.

tried what? please share the code... show us on which elements you added:
direction: RTL;
if will need to be on quite a few... additionally, in the sp theme template files, a lot of the elements are floated left... you may want to float them right...
