"Select custom icons" - how to add?

I am trying to add custom icons to groups and forums. I do not see an upload button so I guess that I am to upload my icons? To where? The dropdown has no content.

By the way, I searched for this topic but could not find any reference to my problem. Cannot imagine that I am the only person to have this issue.

different admin menu... the one a couple below manage forums... forum - forums - custom icons...  you upload there... then can select them in the dropdowns when managing the forums...
