Is there anyway I can send a mass message to all users? It would be even better if I could post a topic in a certain forum (Announcements in this case) and have that post be the message and include a link back to the post in question.

you can send a private message to all users...
if you want to email like a newsletter, than I would suggest grabbing many of the wp plugins that exist for that function...

Okay, now as an admin, I don't seem to have access to the PM system. In fact if I check under permissions on my admin profile in the forums, the PM boxes are red x-ed not green checked. I can't seem to find any setting to allow my (one) admin account to use the PM system.

are you an sp admin??? not a wp admin, but sp admin... two different things... sp admins get permission to all...
you can set sp admins on forum - admins - manage admins

I am most certainly a SP admin as well as the WP admin - that's why I'm quite confused about this.

me too... admins dont get permissions...
try going to forum - toolbox - housekeeping and do a reset of the auths cache...
