Setting Permissions For Specific Forum

Hi,
Could someone tell me the process of setting permissions for specific forums?
Example:
I have two forums and corresponding user groups setup.
1. Finance
2. Governance
(users of each forum should not be able to see/access the other)
How do I give a user access to one or the other? And is it possible for a user to be in both.
