I've got a forum that I set up days ago that had four topics included that I want to appear first

Exmple:

Step1

Step2

Step3

Step4

Then I've posted other topics that I want to remain at the bottom, but when I post them they appear at the bottom, but when I try to pin the topic so it stays where it is, it moves to the top above Step1 and I don't see any way to change the timestamp although that was an option when I set it up nor do I see a way to move the order.  I want to arrange them in a particular order and have them stay.
