that will come down to wp...  we do not interact in that phase - only the email...  and wp changed the pluggable function replacing password passed to it with who to notify, admin, user, both or neither...  which is why you would have seen both before...

when we update a password retrieve url can be added to the email as well... dont think we can safely add it because folks may have customized the email settings...

the wp change password url has always existed at:

http://yoursite.com/wp-login.p.....stpassword

that has not changed in wp 4.3...
