can you verify the permissions on sp-resources and its lower level directories?

But it quite clearly states in that error log file that the theme url has - and I quote - 'access forbidden by rule'.
So somewhere you DO have something that is causing the 403. mod_security or the .htaccess file perhaps? Not being a server mechanic I am not sure what else to point you towards but that message is unambigious.

first, there does appear to be an issue with barebones theme running on multisite that we will need to address...
BUT it is not what you are seeing... yours is still an access issue where the file is getting denied... at least I believe so...
Can you try using a different theme and see how that works? for example, try the default theme which you can download for free in our store...
think you will have same issue, but would prove it and rule out the other barebones issue... then we can continue working the file access issue...

Same issue with iForum theme. Following is the error log entry:

CSS only theme seems to be working with partially broken icons and text. Also there wasn't any error with CSS only.
So that suggests you have a rule set up somewhere on your site/server that does not allow php files to be loaded as CSS files - which is not an uncommon practice.
But that is a little odd as I thought you set up a test site where this did work OK - or was that on a different server?
As to the 'broken' icons and text on your screenshot that looks to be a typical effect of a WP theme being a little too aggressive with it's styling. There are sometimes one or two things that need to be massaged from WP theme infiltration and they are usually very quick and easy to correct and we can help with them for those users who need assistance.
So - if css-only works then the barebones-css versions should also work for you.

may not until we get the multisite fixes pushed out today... my recommendation would be to wait for that release and do a fresh install... will be today unless the sky falls..
