First you do need to register on it. This is a pain but it is not our software and we do intend to look into this and see if it can be changed.
Then go to the project and language you want to download and there are options along the bottom to allow you to do so.

as Andy says, we will have to try it... certainly we can add the language... just have to see if we can copy the standard french into it...

I have added the fr-ca translation... unfortunately, I am not able to populate it with the standard french since none of the translations have been approved by the french validator at this time...

Well then I'll do the dirty job or copy/paste and this will let me double-check each sentence. It's no worse from any other language who also start from scratch.
Do you plan to make change specifics to some language? Just an example, for last post you use the word 'ago' like 23 seconds ago but in french we would put that word before the time, like 'voilà 23 secondes' or 'il y a 23 secondes'. My best bet for now is to blank it since '23 seconds' works very well here.
How many French validators do you have?
we have two french translators currently... I have no idea why they have not approved any of the strings they have entered... I willl get with Andy about contacting them and the option of adding a third validator...

Why not... if I want to test live (because if I ever validate, I need to make sure sentences are fitting well) how do I proceed? How do people download the PO file to put in /sp-resources/forum-language/simple-press?
You'll see that yet I'm focusing on Front End as I can live with Admin panels in english for now.
