Why aren't smileys in the TinyMCE section? I"ve seen smileys implemented into TinyMCE before and seems like a natural place for them. Formating options are on top, smileys on the bottom? Any way to get smileys into the TinyMCE on my site?

You should be able to add the TinyMCE 'emoticons' plugin to our plugin and then edit the tinyMCE options admin panel to include the plugin and button.
But - the Emoticons plugin is really old and inflexible. First off you can not easily add new ones and secondly it will not translate the common keystroke representations but just ignores them. These are just two of the reasons we dropped them a long time ago. And surely are not just about everyone slowly moving to emoji's anyway now?
As to the signature I guess it was only as matter of time after some years of being asked to enable the tinyMCE editor for signatures - that someone would prefer not to have it 🙂
I actually have a task in my Version 6 list to consider limiting what can be used in signatures but it ain't there yet. And it uses, by default, the users selected editor.

OK that makes sense. I think I'll put an example above the TinyMCE editor that shows people what they can type and then hide the smileys below the editor using CSS. Give people an easy example of what smileys they can type.

Any tips for placing custom text above the Tiny MCE. Any hooks I can tap into?

Signatures - ok I think for now I will make a rule to limit signatures to two lines and 3 images max. Then just manually supervise the forum.

Use the admin > components > custom messages and if you want to hide the smileys button just turn off the permission so that people can not use them.
For the record - any textual smiley notation that can not be resolved with the SP smiley set are automatically directed to WordPress to resolve. These will now be resolved with an emoji if they can. of course people can use emojis and insert them from their browser as well.
