I've installed the subscription plugin for my new site. The subscribe button shows for me as the administrator but not for subscribers. I've set up permissions for subscribers. So when I put up a new topic, as myself/admin or as a test user, the email is sent only to me as the admin. I'm missing something, I'm sure.

Yes I did. I also added PM and both buttons/options are missing.

try going to forum - toolbox - housekeeping and resetting the auths cache...

At this point I have no idea what I may have done - clear browser cache, change a setting...not sure. However, I have success! Both buttons are working now!

I may have question about email in a new topic.
