This depends upon what editor was used to last edit the file - what line endings are being used and what editor is used to open it again.
For example - Steve uses a php IDE running on Windows which will automatically end the lines with the standard windows line endings. My OSX editor will automatically end my lines using the standard Mac line endings. But because we both use serious editors they both recognise the endings being used and show the formatted code as it should be shown.
Now - not being a Windows user I can not swear to this - but I believe that Windows Notepad ONLY recognises Windows line endings. That is because it is not a code editor and not even a serious text editor. So load up a file last edited under OSX (i.e., one of mine) and Notepad will not display it properly.
I think you need to be careful of the old WordPad as (again I may be wrong here) I think it can embed control character formatting that will cause program code to just crash.
But I think Notepad++ does the job properly.

but yes, at least notepad incorrectly handles cr/lf... or rather forces the wrong one in this case...
