I am unable to replicate this behavior... tested locally since I cannot try on yours since guests cannot rate posts... are you sure that users have permission to rate posts?

Manage Permissions from the forum admin. Edit the permission sets that you have in use and that apply to groups of users you wish to be able to rate posts and turn the permission on in those sets.

that was my question so what's the difference between full access and standard access?

Your users will get whatever permissions you have assigned.
You can set up defaults on the forum admin > User Groups > Map Users to User Groups panel. You set up the permission sets under the permissions section and when you create a forum you assign - marry together - user groups and permission sets. The settings in there are yours to define.

those are just names... the permissions each give can be the same or different.. by default, they are different, but you can modify them how you like... take a look at them and you can see the differences... if you installed a plugin (ie rate posts) none of the default permission sets will have rate post permission... you need to enable it for the ones you want to have it...
