Is there a way to change a time zone for whole forum in general, or every user has to set their own time zone?

I would start by reading this: http://codex.simple-press.com/.....conds-ago/ which, while in response to a problem does explain how it works in SP.

Note that whatever you set the server to will be inherited by your new users initially.
