Just an update... I tried the timezone for the wordpress site and it worked for me.  (settings > general > timezone).  Tells me the forum follows the timezone of the website.

yes, simple press is a plugin for wp, so we use the base timezone from it...  in their sp profiles, each user can set their own timezone, so the forum times display in their timezone...
