You can show the toolbox always by changing how it is called in your theme's spTopicView.php and spForumView.php using
sp_PostForumToolButton('hide=0', '', __sp('Open the forum toolset'));
You will probably have to play with where it is shown so it is where you want it and/or not over the top of another button.

FYI: We have a moderator reporting the forum toolset is not working in IE9, which I describe in detail here, though no others have reported similar behavior. I've temporarily unhidden the icon so it is always on and asked the moderator to try it now and see if it makes any difference. Will report back with any relative findings...

Having the same issue -- toolbox works in Firefox 7.0.1 and doesn't show in IE7.
Before you all groan at IE7, the main sales company I work for gets a full 41.3% of their traffic in Internet Explorer -- 21.4% of it in IE7 ... ugh, IE8 (11.8%). and IE9 (8.1%).
My test machine in IE7 does not show the toolbox at all.
The icon. I just did the changes Brandon said ... in Firefox it shows over the number icon which is fine, lol. In IE7 it doesn't show at all even with the code change.
Popups work fine in both.

I think the problem with IE7 now - well one of them! - is that it probably has a hard time with the more recent and up to date javascript. As with the adoption of CSS and standartd HTML, IE javascript engines were always off doing their own thing.

You're welcome for the words, although I don't think they're kind -- they're true. Having paid for code for years and not getting any help, you guys are a refreshing change. I hope the open source WP community appreciates you as much as I do.
On IE -- I agree with you completely. There's a jillion problems but also a huge amount of people still using it especially if the site's market is your average buyer. In order for my customers to sell things on their websites, like it or not, I have to find workarounds for IE issues which are visible to their customers or which are functional problems for their customers. Otherwise, they lose over 40% of their potential buyers.
My clients sell to non-techie humans most of whom have old PCs they bought at the local office supply store, are even wary about downloading their email -- forget about upgrading their browser -- and who think Chrome is something on the side of their car.
Sad but true.
Too bad those stats don't apply to my clients' customers. That 41.3% IE usage is from two days ago and this month so far -- the stats from my major client's clothing site. Feburary the top browsers were IE7, IE9, and IE8 in that order with Safari, Firefox and Chrome following next in order.
It really depends on the market the site is aiming for -- not on the worldwide stats. At least it does if I want to keep my clients making money so I stay employed, LOL.
The dinosaurs aren't dead just yet ... they're still out there. You just aren't having to deal with them. Lucky you!
