I installed Topic ID Permalink plugin. The urls of new topics are using ID now, but the original topics are still using the title name instead of ID.
Can I have all topics with ID urls？Thanks.

the topic id permalink only happens for new topics since you installed the plugin...
you could use the forum tools and edit any existing topic slug but obviously if you have lots of topics that would be quite painful...
you should be able to write a short phpmyadmin myslq statement to update those... something like:
UPDATE wp_sftopics SET topic_slug = topic_id
note - you wpdb prefix might be other than wp_... note2 - This is untested as I have not tried it... would suggest making a database backup before executing it...
