are you by any chance using a wp caching plugin? that would explain it since you cannot cache the forum page...

Yes, we had one disabled and found that there is another drop-in cache. We may also have to check with the server stp to make sure that there is nothing else causing a problem.
Could you advice what else we should check or try in the event unpluging the cache does not work.

you dont have to remove the caching plugin, just tell it to ignore the wp page the forum is on... its dynamic which is why it cannot be cached... server level opcode caching should be fine...
next step would be to verify when you make a post, it shows up in the db... but I would wait for the caching set up to be corrected...
We do not have any facility for delaying a post... when post made, its written into db... when page loads, its pulled from db... unless something slowing down either of those, there is no delay...
