I’ve recently had to suspend our site’s “admin” account and create another username with top-level functions for security reasons.
My question is: how would I set this new user account as the “real” admin within SP?
I need to be able to “Edit User Profiles” without having to enable the now turned-off “admin” account to do so.

To do this properly you need to log in to the WP admin using an account of an existing Simple:Press Admin user. Then you go to the forum’s Admin section and under the ‘Manage’ panel can add other users to take on that role.
I already have several Admin accounts within SP (listed under “Moderator Name”). The one I’d have as the next “real” one has all of the Admin Capabilities turned on, but “Edit User Profiles” does not show up when I go to make changes to a given member. The original (listed under “Admin Name”) has this ability. How do I change one of the “admins” listed under “Moderator Name” to the “real'” admin listed under “Admin Name?”
How? The way I described it above. Forum Moderators are not Admins. They might be WordPress Administrators but they are not Simple:Press Admins.

I’m logged in as “admin” want “NewAdmin” as Full Admin with “Edit User Profiles” capabilities. “NewAdmin” is also WP admin.

I just revoked the Moderator Usergroup Membership for NewAdmin and now “he” appears as an actual above-the-fold Admin! “Edit User Profile” appears as well! Problem solved!!!
