The specific issue is that when anyone tries to "Browse" for an avatar to upload to the system, the browse button does not work. The upload button itself wants to work but throws an error because the file name is empty. The browse button looks like it works but when it is clicked nothing happens. Are there any known issues or plugin conflicts that could cause this?

there are no known issues with avatar uploading...
if you could give us a link to your site, we could look for obvious conflicts or other issues (of course, we wont see the profile)...
you could also try again with your browser console open and see if any js errors are reported or if not, what the response might be when you click the button...

We really meant a link to your forum page! Couldn't see a link anywhere on the home page...
The home page of the site IS loading jQuery from the Google CDN and it might be a safe assumption that this will be the case for the forum page as well. Please see the article linked to in post 2 above for details of what to look for. If this is the case then it will cause problems - although I would have expected more than just with avatar uploading,
