when I "log out" I see "Unread and recently updated topics" and when I LOGIN a cant see "Unread and recently updated topics"

By default the Simple:Press theme shows that list to all of your members and to unregistered users if they can access the forum Group View page. By default we do not show it to forum admins as it is assumed they know all about what new posts their forum is getting.
This can be changed of course with a small edit to the template if that is what you want.
