Sorry, I was debugging and I can't edit the post above. here is the PHP error:
[13-Apr-2016 23:19:19 UTC] PHP Notice: Undefined variable: arg in /wp-content/plugins/simple-press/sp-startup/forum/sp-forum-framework.php on line 118
[13-Apr-2016 23:19:19 UTC] PHP Notice: get_currentuserinfo is deprecated since version 4.5! Use wp_get_current_user() instead. in /wp-includes/functions.php on line 3662
And in the console I see:
Syntax error, unrecognized expression: [href=#]
They are both notices and harmless. The first is on us and wont have any bad effect on anything. The second must be coming from another plugin as SP doesn't make that call in the current codebase.
So neither are going to effect starting topics. Much more likely to be a javascript conflict with something, Apart from WP and SP and SP plugins was anything else added or updated to the site that might be in conflict? Do you now how to use the web console to look for script errors which will show what might be the cause? (If not a quick guide here: http://simple-press.dev/docume.....r-console/)

wow - that's really not very helpful is it?
Well - again - there is nothing in the codebase. Where a '#' is used in an href (and there are still a few although they are vanishing!) they are all properly quoted.
So - same question? Anything else updated or new?
