Oh dear. Did it stop at that point? After the 6702? I assume it did.
It has hit a problem upgrading your permission data. We have had one or two of these (although none reported like this)_ and am still uncertain why and what the cause is.
The two options here would be to restore back to the old version and database - this would be helpful to us as we could look at your permission data to see if we can find why there is a problem.
The alternative would be for you to continue the upgrade - if it will continue by running it again - and then we can help to rebuild the permissions afterwards - but that will require you to work in the database with a script we can supply and would only be able to restore the default permissions.

It stops again at 6702?
If this is the case then it might be what we have now discovered another with this problem has which is restricted rights to alter their database. if this is the case, and your host has not set you up with alter and change rights then it is, frankly, outrageous.
It would be worth asking them if you have the rights to change, alter, and add columns etc., to the database.

how did you install 4.5.1????
the only way would be to revert your db to the copy you made before upgrade and then put the old 4.5.1 plugin back in... you cannot 'downgrade' without the db before upgrade...
