Ran a wordpress plugin upgrade to 5.1.3 getting a strange error when trying to update the forum.

That's a bit strange... it shouldn't go anywhere near that function.
Are you able to look directly at your database tables and if so would it be possible to look at the 'sfoptions' table and tell me what values you have in the option_value column where the option_name is 'sfbuild' and also 'sfversion'?
