Also I did just down load the barebones theme but have not integrated it yet.

you can upload via forum - themes - theme uploader... or via ftp to your theme storage location (by default, wp-content/sp-resources/forum-themes) but want to see it with default first where the problem was seen...
btw, be sure to see my previous post - stuck a bottom of previous page...

so, as recommended, did you go to forum - toolbox - housekeeping and clear the combined css and js caches? there seems to be an issue with them... either doesnt exist or permissions not allowing access...
you could also try disabling the combined caches on forum - options - general settings..
