URL to create forum topic?

This is a function we have on our legacy forum platform. Would be nice to be able to migrate to SP with that function too: is there a way to construct a URL to create a forum topic? Similar to the blog-linking plug-in, except that it is on demand as follows --

If there's a post, or page, or even an outside article that we link as <a href=http://someoutsidelink.com/>the topic title</a> and next to it, we would like to display something like <a href=http://our-own-sp-forum-topic-creation-URL>create/join our forum discussion about this</a>.

When a user clicks and goes to http://our-own-sp-forum-topic-.....eation-URL it will create the new forum topic in specified forum-id and populate <a href=http://someoutsidelink.com/>the topic title</a> in the topic draft window. Info would be embedded in our-own-sp-forum-topic-creation-URL.

Thanks for any pointer you may be able to provide!

You seem to be asking for this to create a whole new topic. Not a post in an existing topic but a completely new one every time someone uses this.

Is this really what you mean?
