My users can't see smilies or post attachments. I can see them fine, so I'm assuming this is a permissions issue? All users have standard access. Shuld I change that to full access? I can't find anything to describe the difference between standard and full access, so I'm not sure which is the best option. Help?

Firstly, might be a good idea to just try searching 'Permissions' in the Codex (search box on the right) as it will bring up a few really useful articles, with pretty important info that should help you out..
For this one, the difference between standard and full access is really down to you, although as standard they are different - you can edit either set and define what you want from it.
From your WP Admin panel, go to Forum > Permissions > Manage Permission Sets. Here you have a list of all the permission sets in place and an edit button on each one. If you edit say 'Standard Access', you will see lists in categories of what rules can be applied. You most likely want to look in the 'Creating' category, and then make sure 'Can use smileys in posts' is checked.
Take a good look through as there might be some other things you want to enable / disable for different permissions sets.
And don't forget that you will need to enable these permissions on the forum groups (or individual forums inside the groups) in Forum > Forums > Manage Groups and Forums - see the 'Add Permission' button.
