Well that is not the case with my website. Something isn't running as right after I install both plugins one by one, they both did not load the forum page at all, until deactivated. I don't see the area to allow permission for members to subscribe and watch topics. Is this permission only accessible when the plugins are activated?

yes... so you went to forum - permissions - manage permissions and set the permissions for the sets you wanted? and those sets are applied with a usergroup to the forums where you want this ability?
you did put them in the sp plugins directory, right? and not the wp plugins? by default sp-resources/forum-plugins... and then you activated them from the sp plugis panel on forum - plugins - plugins list... because they are sp plugins not wp plugins...
