Users dont see the Add Topic button

I have mapped and user roles to new member but new users still cant see the Add topic button.

Only some old member can see the button.
What am I missing?

Sorry but you will have to confirm that for me i am afraid.
are you actually saying that some members in a user group DO see the add topic button and some in the same user group do not? And of this is the case then... (a) is this the case when the two different users access the SAME forum? and (b) Are the users who CAN see the add topic button in any other user group as well? (And please do confirm that they are members of the user group in question of course)
