Ban Users Plugin for non-WP admins

I've got a non-WP admin that we want to promote to be a moderator.  However when they login to /wp-admin they are only presented with the ADMINS button under the FORUM section.

They are promoted to EDITOR too.

How do I get them access to the USERS > BAN section so they can use that plugin to control spam without making them a full blown Administrator?  I've got the Roles Capability manager installed and wasn't sure if there was something I could turn on with it to give the EDITOR level a bit more power.

WP Roles do not have an equivalent in SP I am afraid so this will make no difference. And the way things are currently set up only Admins can access other admin panels. But you can restrict what an Admin can do within the forum administration on the 'Manage Admins' screen. Maybe that will give you enough of what you want?

For banning users, they will need the sp manage users capability.
