We're kind of off the beaten track on this one as the majority of our forums are private, with specific forums for specific events. Not all members have access, in fact only those directly involved in each event do.
I have the subscription plug-in, but we'd like to be able to enable email notifications to all topics and posts within that forum, not just those that posted to. The best scenario would be to have it enabled unless specifically opted-out. In other words, adding a user to a new user group with the corresponding permissions would automatically notify that user of any posts within that forum.
In our case, it wouldn't matter if it were at the forum level. user level, the user group level or the permission level. This is something that was available on our old forum and it's critical. I've tried to add subscription options to existing users through their profiles, but most have no option to add any subscription - including topics that they've posted in.
We also have a couple of general forums that are open to all members. These would also need to have email notifications.

Firstly check that allowing users to subscribe to forums as well as topics is turned on in the forum admin > Components > Subscriptions panel.
Next check the permission sets that you wish to enable this feature for and make sure the permission is granted.
The subscribe button should now appear in the forum view - i.e., topic listing. Are you saying that it does not?
The main issue really is that subscriptions are an opt-in feature. The user needs to set up their own subscription options from whether they want then to be automatic for topics they post to - or in digest form (if you are using digests).

I believe the settings are correct.
I was trying to find a way to automatically subscribe all users to their specific groups. When I go to a profile via the admin tools on the forum, even though this member has been with us from the beginning, is shows that there are no topics that she's subscribed to. Will this only take effect after she does a new post on this platform? If subscribed to all forums, is it even necessary to subscribe to topics or will that only double the emails on each post?
If I have to manually add subscriptions to each member, I can do that, but trying to avoid it. Is there another place to add these other than through the above tool that might be a bit faster?
If you are allowing subscriptions to forums and given them permission to subscribe, and they have subscribed to a forum they will not want to subscribe to topics too.
They, or you as admin, can subscribe to forums or see existing forum subscriptions in their sp profile on front end. There is a subscription tab in profile and then a menu item for forum subscriptions.

the problem with setting up each member via their profile is that it's time-consuming. I've been working just on our admins/mods and it's taken almost an hour to do 6 of them. Since the forums are private and we have a different one for each client/event, I need to add each forum subscription individually. That's why I said originally that we're off the beaten track a bit.
I'm sure it will be a lot easier once we have all the existing things updated from the previous platform. It just takes time.
