Howdy,
When I try to set up the Post by Email plugin, I receive this error when I try to test the mailbox connection: Connection to mailbox Section1@xxxx.zzz failed.
I checked all the settings, confirmed the settings with the web host, successfully used a normal email client to test the settings by sending and receiving email. What should I check next?
Attached are screen captures of the Error Log and the Email Post Log.

One of the problems with the php routines is that they are extremely unhelpful about what is wrong. You just get a success or failure value returned which ain't a lot of help when trying to debug the issue. So - let;s start with a few questions...
110 is the common POP3 port but I must admit to curiosity as to why you were trying 993. which is more like a gmail port number?
Note also that your server is named pop3.xxx and not mail.xxx which is again, not so common but was one tried in the error log. So which is it?
But my main question here is that you have a mail server running at 'netflash.net' yet the mailbox showing in the connection failure is at 'protrak.cc'. How can these be different?

Apologies for the delay in getting back to you. We had a family emergency.
But I really don't know what to say anyway. You know it can work OK as you have used it here and one of our Admins currently on vacation uses it almost daily. And as I said above - it is almost impossible to debug if it fails. All you can do is double check all of the settings to make sure they are absolutely 100% correct and that the mail server is fully operational.
If anyone has any ideas please let's hear them.

Thanks for the response.
I tried a different email address and server, but it still does not work. I wonder if there is another plugin or setting that is conflicting with PBE. Forum subscription works; however, it doesn't reflect posts by email of course.
Hoping for troubleshooting ideas,

Doubtful it would be another plugin I think. What about your php version? Is it pretty much up to date with what most hosts are currently using (which is often pretty old as it happens!) The IMAP routines are not that old as far as I am aware.
And our Subscriptions plugin will pick up and report on posts made by email.
