I'm having complaints about the uploaded images displacing the text that users have written prior to uploading an image. I took a look at it and it will wrap the first line of text center (image left) and the second line below the image. I've also instructed users to upload all their images first and then add a new line between them and type the text. Obviously that's generating a lot of complaints but it's the best solution I have right now.
I've methodically changed the settings to try to overcome this but I can't see to find the right combination. Has anyone else experienced this or is it just me?

Image size is set to 640x480 max
Default image style can be set to anything and it does the same thing. I had it set to text-bottom when I uploaded the test in the link above. Left is the default if I remember correctly but like I say, I can change it to anything and it doesn't have any effect.

That's what it looks like to me. On or Off the results are the same. I've back leveled to the stock Twenty-Twelve theme and I didn't see any boostrap loaders coming in late although I can't completely rule that out.
I have this problem on a basically stock test server build also. I'm running this on IIS 7.5 Permissions are good. Anonymous is running as AppPoolIdentity and the AppPool has read only permissions on the website. Path Identity has IIS_Users group rights and is working like it's supposed to.
It seems that everything else is running well except for this. I've got a small test group working with me and I'd like to get this last little glitch ironed out before I start taking on a bunch of new members.
If I get time today, I'll build out a fresh empty WP site on the test server with no plug-ins and the 2012 theme, simple-press and only the file uploader plugin. If the problem goes away then I'll start adding plug-ins one at a time until I find the culprit.

So let's make one more confirmation if you don't mind. On the forum admin > Options > Content Settings panel - set the 'Default Image Style' to 'left' and turn on the option below that to 'Force paragraph after an image to start new line'.
All of these optional settings are really at the whim of the way HTML works. Setting 'left' will float the image left allowing text to appear on the right, This will actually show multiple lines of text until a paragraph break. If you do not use 'left' then things are a little different. But setting the force new line option should place text underneath.
if the above combination does not work then the most likely thing is that you have a conflict with another filter, perhaps being imposed by your WP theme or another plugin but let's go there after you confirm the issue remains.

I set it to left and forced and tested a couple of things.
1. I wrote some text and then instead of uploading a new image I chose an image that I had been previously uploaded. It forced the newline and placed the text below the image just as I would expect it to.
2. I wrote some text and uploaded a file from my desktop. That image is the logo image and it went to the top of the post and wrapped to the right for one line then fragged the remainder below it.
I think it's important to note that the second image was inserted above the first image which is not what I expected.
Does that tell you anything?
Sorry - lots of family things going on yesterday and I rather missed the obvious.
As it says on the admin section those settings apply to the image enlargement feature. You have turned this off. This reverts image display to standard HTML behaviour which simply means that if an image does not take up the entire space then text will be shown beside it as both the image and the following text are wrapped in paragraph tags. But as, by default, it is not 'floated' you end up with what you see. You really do need to add your own 'new line' after an image insert if not using the built in Simple:Press display controls.
